Minneapolis Calls on European Investors to Divest from ICE Contractors

On April 26, the City Council of Minneapolis passed a resolution calling on European investors to divest from ICE contractors. The resolution, sponsored by Council members Robin Wonsley and Aurin Chowdhury, passed by a vote of 9 to 4. It calls on
European investors: naming several of them (UBS, the Swiss National Bank, the French giant Amundi, and the Dutch pension fund ABP) to divest from the main contractors to ICE since Donald Trump took office (including Palantir, AT&T, Geo Group, CoreCivic, and CACI International).
This vote was preceded by a series of similar resolutions passed by the National Political Committee of the Democratic Socialists of America (DSA) on Tuesday, May 24, as well as by the DSA Twin Cities chapter and several Minnesota unions (UNITE HERE Local 17, OPEIU Local 12, AFSCME Local 34, CWA Local 7250); with other union chapters currently reviewing similar proposals. The Indigenous Protectors Movement & Many Shields, two leading Indigenous organizations, have also just done the same.
All of these groups have drawn in particular on previous resolutions passed in response to crimes and serious human rights violations committed by ICE and Department of Homeland Security (DHS) agents, as well as the data synthesized and analyzed by BreakFree Switzerland based on the U.S. SEC’s 13F-HR filings (BreakFree, February 2026).
According to Councilwoman Robin Wonsley, “We no longer have a functional federal government that adheres to the rule of law or is interested in regulating companies that profit from human rights violations, which means we must find allies and partnerships across the globe to hold these multinationals accountable […] History has shown that successful movements against fascist governments require solidarity and mass resistance, and boycott and divestment have been frequently used tools.”
According to Guillaume Durin of BreakFree Switzerland, “The Minneapolis vote highlights the complicity of European investors in the human rights-violating machine that ICE and the DHS have become today, and it sets a course. We can and must act in Europe to stop the authoritarian shift of the world’s leading power and the financialization of evil!”
